Similarly, Luminara recognises the value of loss of life: when Obi-Wan celebrates "A hard won victory", Luminara is quick to note that it was "a costly one. We suffer a great many losses in these battles" and then emphasises in saying "too many". She echoes this again after her capture, exclaiming that "If you're following me you must leave this place" - she does not want to lose many lives in an attempt to save one. In this context, when Luminara said "I had to make a choice" as referred to in S7E9, there is more weight behind it. Luminara had to make a choice between allowing the certain death of many civilians, or allowing the ship to crash into an area that may or may not have collateral.
